The parks department posted signs around the neighborhood, designating spots as &#8220;Dog-Free Zones&#8221;:<\/p>\n<p><img decoding=\"async\" src=\"\/bigmap\/queens\/lic\/hunterspt\/hunterspointcommunitypark\/6103-19-10.jpg\" alt=\"Hunters Point Community Park, 48th Avenue and Vernon Boulevard, Hunters Point, Long Island City, Queens, March 19, 2010\" \/><\/p>\n<p>Sometime after the signs were posted, a photocopied drawing appeared on light poles in Hunters Point decrying dogs&#8217; status as second-class citizens.
